Key points on boj rate decision
- The BoJ is expected to hold its policy rate at 1.25% on 30 October. None of the economists in a Bloomberg survey expect a hike.
- 83% of economists expect the next hike in December, so Governor Ueda’s guidance matters more than the decision.
- Watch whether the BoJ declares that underlying inflation has reached 2%, and whether any board members dissent.
- USD/JPY is trading near 158.28 after the Fed’s hawkish hold. The decision lands just before India’s market open.

Why it matters
Inflation is back above target. Japan’s September CPI rose 2.1% from a year earlier, in line with forecasts. Core CPI, which excludes fresh food, also rose 2.1%, returning above the BoJ’s 2% target for the first time in nine months. Core-core CPI, which strips out fresh food and energy, jumped to 2.4%, above the 2.3% forecast.
A possible “2% reached” declaration. Daiwa expects the BoJ to hold but declare that underlying inflation has reached 2%, shifting its focus to keeping it there. MUFG expects a similar message and a hawkish tone from Ueda. After years of trying to lift inflation, that would be a historic shift and would strengthen the case for a December hike.
Ueda has signalled more hikes, just not now. Ueda has said there’s no need for back-to-back hikes, but that rates will have to rise further toward a neutral level. The debate is now whether the next move comes in December or January.
What to watch: dissents and wording
- Hawkish dissent: Board member Hajime Takata may again propose a hike. A dissent from Takata, or from Naoki Tamura, would likely bring December pricing forward and support the yen. Daiwa, however, sees Tamura backing a hold.
- Dovish dissent risk: MUFG flags a different risk. The two members who opposed September’s hike could dissent and call for a cut, which would likely trigger yen selling.
- “Next meeting” language: Markets will watch whether Ueda shifts from “every meeting” wording toward language that points to the next meeting.
- Ueda’s style: MUFG cautions that Ueda may not give a strong message on December, which is already about 80% priced. That could limit how far the yen can rally.
Three scenarios for USD/JPY
| Scenario | What it looks like | Likely USD/JPY reaction |
|---|---|---|
| 1. Hawkish hold | The BoJ declares 2% has been reached, there’s a hawkish dissent, and Ueda hints at the next meeting. | December hike pricing firms and the yen strengthens. USD/JPY may fall back below 158.00, toward the 156–157 area. |
| 2. Neutral hold (base case) | The BoJ holds with a cautious “data-dependent” message and no clear December signal. | A limited reaction is likely, with the yen taking direction from US data and yields. USD/JPY could stay around 157–159. |
| 3. Dovish hold | A unanimous hold with cautious wording, or a dovish dissent calling for a cut. | Hike expectations drift toward January and the yen weakens. USD/JPY could test 159–160, where intervention risk rises. |
Context: The yen weakened after both of the BoJ’s 2026 hikes, so even a hawkish message may not produce a lasting rally if the Fed stays hawkish. Japan’s ¥160 intervention line still caps USD/JPY. After the Fed’s 10–2 hold on 28 October, USD/JPY rose to 158.28, near its 200-day and 50-day moving averages just under 158.00.

Impact on Indian traders
JPY/INR reacts live: Unlike the Fed and ECB, the BoJ decision (~08:30 IST) and Ueda’s press conference (12:00 IST) both fall in or near Indian trading hours. JPY/INR on NSE, quoted per 100 yen, may move at the 09:00 IST open and again around midday. A stronger yen would lift JPY/INR, all else equal.
USD/JPY on NSE: USD/JPY is available as an exchange-traded cross on NSE, alongside EUR/USD and GBP/USD. Indian traders can also use USD/INR, EUR/INR and GBP/INR. Trading forex with unauthorised offshore platforms is not permitted under FEMA.
Risk sentiment: A sharp yen rally can unwind carry trades and trigger risk-off moves across Asian markets, which can affect the rupee. Use our Risk-On / Risk-Off Meter to track the mood during the session.

A hold at 1.25% is widely expected, and none of the economists in a Bloomberg survey expect a hike. Most see the next hike in December.
